Description:
The photo shows 5 or 6 rows of men standing on the steps of the old Federal Building. The building has a cornerstone with the date Feb. 12, 1909, and is located on the northeast corner of Ionia and Pearl. Two large single globe lights on sculptured metal columns flank the steps. The men are dressed in business attire, with topcoats, and are holding their hats. The picture includes: 1st row #6 F.F. Rogers, State road commissioner; 3rd row, #1 Lee Bierce, #2 Fred Locke, City Manager, #3 Elvin Swarthout, Mayor, #7 Dudley Waters, 5th row, #2 E. E. Notestine, Secretary City planning commission; also Judge Willis E. Perkins, with hat on in doorway.
